What MI Learned From Regulators
Four practical lessons for stronger, more defensible environmental remediation decisions

Environmental remediation is a team effort
Science advances when knowledge is shared, and cleanup projects benefit when the people responsible for generating, interpreting, and evaluating evidence are aligned. As part of MI’s Microbes and Decision Makers video podcast series, MI staff interviewed regulators from state and federal agencies about cleanup at sites overseen by governmental bodies.
Across those conversations, four themes stood out. Together, they offer a practical framework for building regulatory confidence, planning stronger analytical programs, and communicating evidence more effectively.
1. Communication is key

Early, transparent conversations can bring regulatory overseers into the project team from the beginning. Discussions about site conditions, remedial options, project objectives, and uncertainty help create a shared understanding of the problem and the evidence needed to address it.

- Discuss project objectives and decision criteria before finalizing the analytical program.
- Communicate both what the data show and what the data cannot establish.
2. Strategic analytical plans strengthen site management

Achieving cleanup goals is essential, but project teams also need data that demonstrate whether the treatment approach is working. The strongest analytical plans begin with the decisions the team expects to make, then identify the sampling strategy and analyses needed to support those decisions.

- Define the project questions before selecting tests.
- Connect each sampling event to a decision, hypothesis, or performance objective.
- Plan how results will be interpreted and communicated before samples are collected.
3. Prioritize regulatory approval, not endorsement

Regulatory bodies generally do not endorse specific remediation products, technologies, or analytical tools. A more productive goal is to establish whether a proposed tool and the resulting evidence are appropriate for the site, the project question, and the regulatory decision at hand.

- Avoid framing a method as “regulator endorsed.”
- Explain the purpose, limitations, and decision value of each proposed tool.
- Position analytical results as one line of evidence within a broader site evaluation.
4. Understand the hierarchy of information for regulators

Guidance from established organizations such as ITRC, SERDP, and ESTCP often provides an important foundation for regulatory decision-making. Laboratories, consultants, and technology providers can support that foundation by translating technical concepts into practical resources that are easy to evaluate and apply.

- Use concise case studies and training materials to explain real-world applications.
- Provide clear guidance on data interpretation, including limitations and appropriate use.
A practical framework for project teams
These lessons point to a simple sequence for integrating regulatory considerations into a remediation project:
ASK
Define the decisions the project must support.
ALIGN
Discuss objective, evidence needs, and expectations early.
ANALYZE
Select sampling and analytical approaches that answer the defined questions.
INTERPRET
Explain what the results mean, where uncertainty remains, and how the evidence supports the next decision.
The bottom line
The most effective cleanup programs do more than generate data. They establish a clear connection between project questions, the evidence collected, and the decisions that follow. Early communication helps the project team understand regulatory expectations. Strategic analytical planning makes the evidence more useful. Precise language avoids implying endorsement where none exists. Recognized guidance and practical educational resources give decision makers a stronger foundation for evaluating the work.
When those elements come together, project teams are better positioned to communicate clearly, adapt thoughtfully, and support confident, science-based decisions throughout the life of a remediation project.
